Looks like some cruft has been left behind from a previous install. Delete
/tools/H-i686-pc-cygwin/lib/#inst.293# and indeed any similarly named
files in your build tree (/tmp/build/binutils/bfd) if they exist (although
I don't think they would).
The confusion is probably because of some quoting issue with the '#'s.
Make sure to quote it properly when you delete it too.
