RedBoot is a bit dumb about this unfortunately. Assuming you're using 
current sources, although it may not claim to see memory over 1MB, it 
should still let you load into it. If it doesn't, check that 
CYGSEM_REDBOOT_VALIDATE_USER_RAM_LOADS is off.

If it is on, perhaps this means you didn't import the relevant .ecm file 
into your configuration e.g. hal/i386/pc/current/misc/redboot_FLOPPY.ecm
