Except you didn't configure your eCos configuration tool to point at it,
otherwise it wouldn't still refer to v1_3_1 in what's quoted below. Choose
Build->Repository... to point to the new CVS sources you have got.

Just to be more precise, go to http://sources.redhat.com/ecos/anoncvs.html
and get the updated configuration tools from there.
