Actually this problem is _because_ it's a new version of cygwin ;-). The 
best solution is to use the updated configuration tools linked from 
http://sources.redhat.com/ecos/anoncvs.html

Definitely. We'll be putting together an ad hoc bundle so people don't 
have to install via 1.3.1 soon.
