[ECOS] CVS docs in PDF built

I managed to get the make going. The docs themselves (tables) need some
placement and size adjustment, but the results are pretty good for the
first build.

The pictures are still missing. The picture sources have to be done in
PDF and their size and placement needs to be adjusted.

The resulting PDF-s are uploaded to <http://www.vsr.si/ecos> and
available for download.
