[ECOS] general question on eCos

in the faq 'What is eCos'

says that:

eCos is an open-source, royalty-free, highly configurable, 
application-specific operating system ideal for embedded systems 
development.

this is means that is only used to develop application that usually run 
under other OS ? (e.g. Linux?)

Or is it a full-feature OS (working and development) for embedded OSs ?
