[ECOS] Memory layout question?

Hi all:
    As the memory layout in ARM E7T(RAM) is:

fixed_vectors: start from 0x20
rom_vectors: start from 0x010000

Isn't the vector also contained in rom_vectors section? If so Why can't we
set the rom_vectors section to start from 0x00(RAM) and not use
fixed_vectors? Is it possible?
Why should the fixed_vectors start from 0x20 instead of 0x00?
