[ECOS] ecos for ATLAS (MIPS 4Kc)

Hi, Iztok,

Thanks a lot for You & Nick Garnett... for all the helpful tips.

At last I am able to build the ecos library sucessfuly. As you said I had to 
download the cygwin.
