[ECOS] ecos for ATLAS (MIPS 4Kc)

You will need to use version 2 - there are both Atlas and Malta board
ports in there. Beware that most of the work for these boards was for
RedBoot only. The eCos ports were incidental. I believe they work,
but there are no guarantees.
