[ECOS] Is newlib needed for building the configuration tool chain?

hi all:
   http://sources.redhat.com/ecos/tools/win-arm-elf.html  should I
downloaded the newlib for configuring such tool chain? (arm-elf) if so how
can I achieve it? (After CVS it what step should I do?)
Is that needed for GCC 3.1?
