[ECOS] RE: [OT] ARM Development Tools

Hi,
We want to build some custom hardware based on ARM processor Family
(Atmel,Intel, Sharp etc). 

What would be the best (&Cheap) development tools for this purpose?
We would like to use GNU as far as possible?
Any help appreciated.
