[ECOS] use redboot for proprietary OS

Is the following scenario is covered by the exception
of ecos 2.0 GPL?
Someone wants use redboot for his exisiting
proprietary OS. They may change some redboot code
to suit their need, so this part of code will be under
GPL, but their OS code above will not have any GPL
obligation.
