[ECOS] hal_if_init

Can someone please provide me with an overview of the operation and
functionality of hal_if_init()?

I gather it has something to do with providing linkage between a ROM
monitor and eCos.  But, I am not clear on exactly what it is setting up
and how I can disable it if I am not going to have a ROM monitor in my
system.

Also, can someone please provide an overview of the operation of VIRTUAL
Vectors?
