[ECOS] how to add pxa250 to ecos?

I don't like those names ("cotulla") that no one can remember after some time, 
so I make packes/hal/arm/xscale/pxa2x0 (I cannot test on PXA210, but those 
processors are VERY similar).

Thanks for the info.

What I have for now compiles cleanly, but is known to be buggy. So some time 
can go on until I can publish anything. Don't hold your breath :-)
