[ECOS] make eos doc

cygwin on Window98 
I tried to make ecos documents.
In $(ECOS_REPOSITORY)/doc/sgml, do
./makemakefile
make

$ make html
jade -t sgml -i html -c  -d
../../packages/pkgconf/stylesheet.dsl#html ecos.sgml
jade: not found

Where should I get jade from?
