[ECOS] Redboot Baud Rate

Hello Gary:

Just thought you should know:  Although I can set the baud rate
with the "baud" command and it works correctly for the duration of
a Redboot "boot", upon reset it reverts to 38400 even though the
"fconfig" parameters have it recorded as 115200.
