[ECOS] failure in building arm-elf-gcc under NT (cygwin)

Hello,
I'am trying to build the gcc-2.95.3 for cross-compiling in arm-elf.
with the "./configure --host=i686-pc-cygwin32 --norecursion
--enable-threads --prefix=/tmp --exec-prefix=/tmp --target=arm-elf"
command followed by
the "make" command, the buid fails
Did someone already succeed?
