[ECOS] build ARM development tool under windows

Hi,

I am trying to build ARM development tools under cygwin.
I followed the instruction on the website of redhat strictly.
But I met a problem.
When I tried to Configure GCC using"

src/gcc/gcc-2.95.2/configure --target=arm-elf \
      --prefix=/tools \
      --exec-prefix=/tools/H-i686-pc-cygwin \
      --with-gnu-as --with-gnu-ld --with-newlib \
      -v 2>&1 | tee configure.out

it hang out at:

    checking for texconfig... true

I am using cygwin 2.194.2.22.

Please help me.
