[ECOS] SNMP v2 or v3

If I recall right the SNMP stack in eCos is mostly SNMPv3 compliant. It is
at least v2 plus the security and authentication aspects of v3, but I
recall there were still a few things missing to call the v3 support
complete (view based access control perhaps?).

I might be wrong though.
