[ECOS] Port I/O functions (outb, inb)?

Btw, here is the patch that implements HAL_READ_UINT8_STRING and co macros
for x86 and ARM.
I have done that in recall of a late discussion about what
HAL_READ_UINT8_VECTOR was doing:

This set of macro does the same as outsb/insb instruction for x86.
