How did you find out about that tarball? It's very very old. Instead follow
the instructions on the web site to get the source for the various tools
and build them. http://sources.redhat.com/ecos/getstart.html

Oh, and for now use Cygwin 1.3.2, not Cygwin 1.3.3 for various reasons I
won't bore you with.
