[ECOS] anoncvs connection limit

Hi everyone,

Anonymous CVS repository users should not be surprised if occasionally a
checkout fails. There is now a limit on the number of simultaneous CVS
connections to sources.redhat.com.

This has done a lot to reduce the mail backlog that was building up, and of
course the restriction will be relaxed a bit when there aren't major
releases of gcc going out, for example :-).
