Thanks to Venkat and Mark for your responses.

We got some direct help from WindRiver and it turned
out that the problem was with the 'RAM workspace size'
parameter that we were supplying. That is, we were
telling the JTAG emulator that it could have a RAM
buffer that would hold the entire image size,
but the emulator is happier with only 0x4000.
