[ECOS] cygwin arm-elf toolset binaries available

Hi,
	I think I can put it up on ftp.skynet.ie, it's in Ireland so it is
not the worlds best connected site, but it is a lot better than some
places I've been :-), 

Gimme a shout and I'll see what I can do...
