[ECOS] sections .data, .sbbs and .bbs not within region ram

I found the error. The GUI configuration tool and the 
command line configuration tool create different
mlt_powerpc_cogent_rom.ldi and mlt_powerpc_cogent_rom.h
files. The GUI files don't work.
