[ECOS] building arm-elf gcc error in arm.h

Looks like Windows carriage return/linefeed problems. Have a look at
e.g. http://sources.redhat.com/ml/ecos-discuss/2000-07/msg00253.html
Also make sure that you are using text-mode cygwin mount points, as
per the Windows installation instructions.
