[ECOS] Support for IBM 403 core?

So far nobody has contributed such a port, and Red Hat is not
currently working on a port either. Contributions along these lines
would of course be welcome.

With the 1.3.1 release of eCos the PowerPC support code has been
organized to make it easier to add support for more PowerPC variants.
There has also been work on the net for an MPC555 port. This has not
yet gone into the core, but some of the code might help with a 403
port.
