[ECOS] hal/i386/pc updated for current eCos source tree.

Hi, all--

I've updated the prerelease hal for i386 on a PC--it's now configured for use
with the current eCos source tree.  If you're using cvs to get the current copy of
eCos, and want to work with the hal for a PC, check out
ftp://sourceware.cygnus.com/pub/ecos/contrib/hal/i386/hal-i386-pc-19991022.html
