Cygwin 3.7.0 HEAD, posix_spawn() failures on Win10?

7.22AM:
We updated to cygwin 3.7.0-0.390.gede7cbc9946b.x86_64, the
posix_spawn() in clang.exe does not work.

Maybe clang is broken?
