The phrase "ANSI C" in various industry documentation refers to that 
important
historic standard and not any later ANSI standards for the C language, 
which may
indeed be as you suggest.

ANSI C 1989 is a common minimum in classic system requirement documents,
as differentiated from vendor-enhanced C languages and from the earlier 
C language
included in UNIX(R) distributions.

The Pre-ANSI C language had no standard library, but most non-UNIX 
implementations
included some subset of the historic UNIX(R) C library headers such as 
<io.h> etc.
