bash calling programs opening new windows: different behavior between Win10 and Win11

If that's a GUI window, there's little you can do, the DWM is responsible for
window positioning.
If that's a CLI (conhost) window, check the "default settings" on the console
context menu. May be you have it fixed to some unwanted position. Amend the
settings or simply unlock it.
