bash calling programs opening new windows: different behavior between Win10 and Win11

I'm was using cygwin already in the times of Windows NT. But with the 
change from Win 10 to Win 11 I have to deal with a strange change in the 
behavior of calling programs opening a new window, e.g. gvim: Until 
Win10 the new window has been opened on the top of the screen, but now, 
with Win11 it is opened on the bottom, so I have it to bring on the top 
first. What can I do, so that new windows are opened automatically on 
the top? Help is very appreciated!
