tl_2025, tl_basic_2025 in cygwin

It is really required if you want to install TeX Live 2025.

texlive-20250416-1 provides it.  But for some reason the dependency 
solver doesn't think it can install that package.  If you could show the 
full text of the "Resolving Dependencies" box, there might be some clue. 
  It would also help if you could show the full list of packages you are 
trying to install.  Or there might be a clue in /var/log/setup.log 
and/or /var/log/setup.log.full.  Finally, if you attach cygcheck output 
as requested in

   https://cygwin.com/problems.html,

I or someone else might be able to spot the problem.
