tl_2025, tl_basic_2025 in cygwin

tl_2025 and tl_basic_2025 are not actual packages.  They are symbolic 
names.  Some packages require them and other packages require them. 
This is simply a convenient mechanism for making sure that all installed 
TeX Live packages are the 2025 versions.  If you search setup.ini for 
all occurrences of these names, I think this will become clear.  I doubt 
if this explains why your latex no longer works.
