[cygwin] OpenSSH 10.2/10.2p1 (2025-10-10) promotion from test?

Hi Jason,

I'm sorry if I stepped on your toes!  After my long absence, I neglected
to read this list before pushing a patch to build and deploy openssh
10.2 via scallywag.  I was unaware that a test build of OpenSSH 10.2
already existed, so my build simply overrode your test package.
