To check no Cygwin programs are running, start TaskMgr, view Details tab, select 
column Image Path Name, and check nothing is running under your Root path.

Download the latest Cygwin Setup from https://cygwin.com/setup-x86_64.exe, run 
it and allow it to apply upgrades to anything installed, then allow all Cygwin 
Setup Postinstall scripts to run to completion, checking in Taskmgr as above.

Check /var/log/setup.log.full for any errors and report them here if uncertain.

Rerun Cygwin Setup if necessary, without making any selections, to ensure all 
Postinstall scripts are run to completion, as some are critical to getting a 
working install.
