Clipboard paste on SHIFT-INSERT no longer works for me

Sorry to piggyback on this, but I'm wondering if it is somehow related.  I was 
was reminded by the comment of 'is there any other psuedo-tty (sic) that can 
be built and run under cygwin?'...

URXVT no longer recognises Alt+KP_<num> as its own entity, treating it instead 
as Meta-<num>.  I don't know if this is a problem with URXVT or with the X11 
server.  I'd seen this before and as I was digging into it it seemed to 
resolve itself, but that doesn't help me in figuring out the problem as I have 
no idea what or if I did anything (honestly).
