There were only three changes in v3.6.3 (for full details, see
https://github.com/cygwin/cygwin/compare/cygwin-3.6.2...cygwin-3.6.3), one
to update the version number, one to add the release notes for the fix,
and the fix itself: https://github.com/cygwin/cygwin/commit/69e6562fdc6
