My understanding is that this is not a concept with cygwin.  Cygwin is
not monolithic.  Each package is released on its own rolling schedule.
There are dependencies, of course.

You can use the Cygwin Time Machine to get setup, the cygwin dll, and packages
at certain approximate points in time, if that helps:
