cygin 3.6.2-1 under Win11 24H2: Cannot launch: no available terminals

The message is reported by mintty if forkpty() fails because 
open("/dev/ptmx") fails because of "too many open files".
Rebooting Windows helps temporarily.
This sounds like a resource leak, either of cygwin/newlib file handles 
or of underlying Windows resources.
