Looks like Cygwin MATE has been ORPHANED with no maintainer for years, as are
the Qupzilla and Midori (bit more recent) browsers, which I can run under
Cygwin-X (install xinit).
Have you looked to see if any flavour under M$ W[ea]S[e]L ;^> offers something
you can integrate?
