I think WER is disabled for cygwin processes, due to SetErrorMode().

If you want minidumps for cygwin crashes, you can configure minidumper 
as the Cygwin JIT debugger, as explained in 'man minidumper'.

(It's then just about practical to use google-breakpad, which can (a) 
read minidumps, and (b) read the DWARF debugging information for cygwin 
executables, to usefully analyse the minidump)
