Cygwin appears to have been used for at least parts of CPN Tools (the 
simulator), but was never packaged or released by the project, not credited, and

If an instructor requires you to use the tools, look to them or an assistant for 
help getting the collection working, or use CP IDE instead, and ask AIS.
