cygpath not doing anything on a fresh install

This is what I see:
-rwxr-xr-x 1 MYCOMPANY+Antonio_Petrelli MYCOMPANY+Antonio_Petrelli 3554998
Jan 31 19:37 /usr/bin/cygwin1.dll

So it seems it is OK (notice that I am at UTC+1).
