kudasai.  Tatoeba, you can make a Shortcut to setup-x86.exe (which can 
still be downloaded from https://cygwin.com/install.html), and then 
change the .lnk Target to something like:

     "C:\path\to\setup-x86.exe" --allow-unsupported-windows --site 
https://mirrors.kernel.org/sourceware/cygwin-archive/20221123/
