setup-x86_64.exe does not start in win10 20H2

Hi,

I can't  launch setup-x86_64.exe, but setup-x86 runs fine.

PC Info:

Windows 10, 20H2, OS build: 19042.1348
64-bit operating system, x64-based processor
Windows Feature Experience Pack 120.2212.3920.0

I tried to run from a command prompt, same behavior.
I tried various flags, -B, -a, -t, -V, same behavior.

I tried to debug using the WinDBG tool, here is the output:
