Do you have the 32 bit cygwin installed?  x86_64 Cygwin looks OK to me:

$ touch -m -t 190001011200.00 x

$ ls -l x
-rw-rw-rw- 1 Lee None 0 Jan  1  1900 x

$ uname -a
CYGWIN_NT-10.0 i3668 3.1.7(0.340/5/3) 2020-08-22 17:48 x86_64 Cygwin
