After cygwin upgrade, Emacs shell buffers with colors are corrupted

You set it in Windows.

$ setx CYGWIN "${CYGWIN:+$CYGWIN }disable_pcon"

then relog.

(Yes, this is for Cygwin terminal, although the tool is windows native. It's
just more elegant here.)
