Is there a way to clone-install Cygwin?

I have now extracted this cygwin64.zip on a second Windows host using the
Windows bsdtar
I have started a mintty with bash:

The missing mountpoint directories were created automagically :-)

And all symbolic links have been extracted as regular files :-(
