Looks like GDB in Cygwin does not catch Ctrl/C correctly

This problem can be reproduced by:

gdb cat
press Ctrl-C

In linux, cat continues to read, however, in cygwin it stops.
This also occurs under Cygwin 3.0.7, but does not occurs
in windows 10 1909 with Cygwin 3.1.2, i.e. when pseudo console
is enabled.
